The research question
Can an AI assistant be trusted where every answer must be cited and defended?
That was the question the company's research set out to answer. FireBrain Expert is what came out: the company's internal instrument for public-safety research and development, used and studied every day.
How we built it with AI
The innovation is in the method.
- 01AgentsAI coding agents did the building, from a written build guide with seven human approval gates. Never automated.
- 02CurationAI-assisted curation from embedding through numbered clause analysis, with subject-matter-expert oversight throughout the workflow.
- 03Subject-matter expertsFire-service experts review every volume before it serves, and hold the gates. Nothing publishes without a person's sign-off.
Sovereignty-first principle
Our own hardware
Embeddings, testing and the narration voice run on the company's own machines.
Sovereign Canadian hosting
The knowledge base and its MCP connector are hosted in Canada on infrastructure the company controls, with every key role gated.
Sovereign hosting is not a slogan here. It is where the data sits, who can reach it, and who answers for it.
How we tested it
Three ways.
- 01Internal useIn daily use, staff build curriculum with it. Subject-matter experts and fire-service instructors validate what comes out.
- 02Synthetic usersLanguage models posed as end users at scale, and every citation they produced was checked against the publication.
- 03The examA simulated AI student took a 1,450-question, human-prepared exam using the FireBrain knowledge base alone, and scored 99 percent.
What came out
FireBrain Expert, by the numbers
Every answer carries a citation: a stable address that never moves. Change is treated as data. Editions are crosswalked clause by clause, and most rows only say a number changed. When the library has nothing, it says so.
What it proved
- 01ProvenanceA citation carries a stable address that never moves. Every answer traces to a numbered, reviewed statement, dated and auditable months later by someone who was not in the room.
- 02Change as dataEditions are crosswalked clause by clause. Most rows only say a number changed.
- 03Honest gapsWhen the library has nothing, the answer says so. Fabrication falls to zero because answers are built only from what was retrieved, never from memory.
A viable approach, and a critical future tool for serving the public-safety sector
