Centre for Emergency Response and Public Safety · Ontario, Canada
Can an AI assistant be trusted where every answer must be cited and defended?
That was the question our research set out to answer. FireBrain Expert is what came out: a curated, expert-reviewed fire-service knowledge base, built with AI on our own ground and hosted entirely within Canada.

Building FireBrain Expert
How a small Canadian public-safety company put AI to work
Ten points, start to finish: the company, the people, the research question, how we built it, how we tested it, what came out, and why it matters beyond the fire service.
CERPS Inc.
Centre for Emergency Response and Public Safety
CERPS has served the Ontario Fire Service in provincial e-learning since 2012, with more than 20,000 students and thousands of courses delivered.
Its proven history is affordable, attainable and accessible certified public-safety education and training for firefighters and officers across Ontario.
FireBrain Expert grew out of that work, and out of the question that follows.
How we built it with AI
The innovation is in the method.
- 01AgentsAI coding agents did the building, from a written build guide with seven human approval gates. Never automated.
- 02CurationAI-assisted curation from embedding through numbered clause analysis, with subject-matter-expert oversight throughout the workflow.
- 03Subject-matter expertsFire-service experts review every volume before it serves, and hold the gates. Nothing publishes without a person's sign-off.
Sovereignty-first principle
Where the data sits, who can reach it, and who answers for it.
Our own hardware
Embeddings, testing and the narration voice run on the company's own machines.
Sovereign Canadian hosting
The knowledge base and its MCP connector are hosted in Canada on infrastructure the company controls, with every key role gated.
Sovereign hosting is not a slogan here.
What came out
